Even though your specific UTF-16/Unicode filters didn't work for me, I've just tried your whole configest...only to find out the admins accepted my request and turned the folder into proper UTF-8...

Do you know any other UTF-16 pages with non Latin characters which your configset is supposed to read somehow?
