Your method is what a friend of mine - who discovered $EXEC - is using:
Compile a small program (eg. with Bat2Exe) which always calls the same batch file.
This batch file in turn is written - and deleted - on the fly by Prox.
Let Prox call that small program.

I use a program called RunProtocolHandler and invoke it from a filter like:
$EXEC(run:notepad.exe?c:\\boot.ini)
